A PSD is an image format and its conversion into HTML makes it workable. A very apt example of it would be designed newsletters. These newsletters have links, buttons and certain form of navigation and are not just an image file. A second example would be a website. At initial stage websites are composed in PSD format and then they are converted into HTML/XHTML format making it actionable and giving life to it.
